Welcome to the home of the Lewis-Clark Valley
Metropolitan Planning
Organization.
Within this site you will find all the information you need to
stay informed about the activities of the Lewis-Clark Valley Metropolitan Planning Organization
(LCVMPO)
including
our roles and function, and how you can participate in the
transportation planning vision for our valley.
A good
place to get oriented is our Frequently
Asked Questions section, or the document "MPO
Role and Function".
The Lewiston/Clarkston area has been designated as a
bi-state MPO thus
the structure is in place to consider the
transportation needs of the region, rather than looking at
transportation improvements in isolation by political
jurisdiction. This presents an opportunity for the valley to
look at needs regionally and plan for the orderly improvement,
development, and growth of the communities.
MPOs must follow the federal requirements for planning in a
metropolitan area. These requirements include development of a
financially constrained plan that considers eight planning
factors identified in the Safe, Accountable, Flexible, Efficient
Transportation Equity Act (SAFETEA-LU).
These planning factors are:
-
Support
the economic vitality of the metropolitan area, especially by
enabling global competitiveness, productivity, and efficiency.
-
Increase
the safety of the transportation system for
motorized and non-motorized users.
-
Increase the security of the
transportation system for motorized and non-motorized users.
-
Increase
the accessibility and mobility options available to people and
freight.
-
Protect
and enhance the environment, promote energy conservation, and
improve the quality of life, and promote consistency between
transportation improvements and State and local planned
growth and economic development patterns.
-
Enhance the integration and
connectivity of the transportation system, across and between
modes, for people and for freight.
-
Promote
efficient system management and operation.
-
Emphasize
the preservation of the existing transportation system.test1
